What special Section 8 Housing Choice Voucher (HCV) programs are available?

In addition to the standard Section 8 (HCV) Program, the Connecticut Department of Housing (DOH) offers several special vouchers for specific groups of people. Each program has its own eligibility requirements and referral process.

Please note, all Section 8 Housing Choice Voucher (HCV) waitlists are currently closed.
Please register on the HCV website to be notified when any Section 8 program in the state opens its waiting list.

Family Unification Program (FUP)
FUP provides Section 8 HCVs and supportive services to families involved with the Connecticut Department of Children and Families (DCF). DCF identifies and refers families to the program when a lack of adequate housing may result in:
A child or children being placed in out-of-home care
The delay of a child being discharged to the family from out-of-home care
They are placed on the waiting list until a FUP voucher is available.

This program is through the linkage of DOH, DCF, and the Section 8 contract administrator JDA.

Mainstream Housing Opportunities Program for Persons with Disabilities
The Mainstream Housing Opportunities Program provides Section 8 HCVs to eligible people with disabilities. The Section 8 HCV waiting list identifies applicants who meet eligibility requirements.

Foster Youth to Independence (FYI)
The Foster Youth to Independence (FYI) program helps eligible young adults ages 18 through 24 who are transitioning out of foster care and are experiencing homelessness or are at risk of becoming homeless. Participants may receive up to 36 months of rental assistance and case management services.

Referrals are accepted only through the Department of Children and Families (DCF).
