State laws require contractors to show good faith efforts to employ small and minority-owned businesses on state-funded projects. CHRO monitors contractors’ compliance with those laws through Good Faith Efforts Plans.
Good Faith Efforts Plans show the steps you will take to follow these requirements. They also explain how you will track and report your efforts during the project.
There are two kinds of plans: Good Faith Efforts Short Form plans and Good Faith Efforts Long Form plans. The plan you need depends on what type of contractor you are and how much state funding there is for the contract.
Step 1: Determine your filing deadline
If you are a general contractor entering a contract with an awarding authority, you must file your Good Faith Efforts plan with CHRO within 45 days from the date the contract is awarded.
If you are a construction manager, you must file your Good Faith Efforts plan with CHRO within 45 days of the execution of the guaranteed maximum price agreement.
If you are a first-tier contractor that has contracted with a construction manager, ask your construction manager for information about when your plan is due.
You may request a 15-day extension to file your Good Faith Efforts plan with CHRO.
Step 2: Determine what kind of plan to file
If you are a general contractor, the type of plan you need to file depends on the amount of state funding. File a Short Form plan for projects with state funding of $150,000 to $999,999.99. For projects with state funding of $1,000,000 or more, file a Long Form plan.
If you are a construction manager that has entered into a contract providing for a guaranteed maximum price with state funding of $150,000 or more, file a Long Form plan.
If you are a first-tier contractor that has contracted with a construction manager and your contract with the construction manager has state funding of $150,000 or more, file a Short Form plan.
Step 3: Download the plan template and prepare to file

Step 3: File your plan and stay in contact with CHRO
Once you have prepared your plan, file it with CHRO by mailing it to our office at CHRO Contract Compliance Unit, 450 Columbus Blvd., Suite 2, Hartford, CT 06103.
Within 120 days of the date your plan is filed, CHRO will review and either approve, conditionally approve, or disapprove it. If CHRO disapproves your plan, we will tell you why. You then have 45 days to resubmit an amended plan to address the deficiencies in your original plan. CHRO will then approve or disapprove the amended plan within 30 days.
