Welcome to the CHRO's Contract Compliance Program
Recent statutory changes that have gone into effect as of October 1, 2025 have led to several changes. For an overview of what changes have gone into effect as of October 1st, please start here with a brief overview of the changes. Please note that more changes will be going into effect as of July 1, 2026 when project specific goals are enacted. Please check back here for updates on changes as the program transitions to the new statutory requirements.

Forms and Reports for Construction Contractors
- (New as of July 1, 2026) Good Faith Efforts Short Form Plan:
This plan is for use by contractors working on a public works project whose state-funding is between $150,000 but less than $1,000,000. This applies whether the awarding authority is a state agency, a quasi-public agency, a municipality, or a grantee of state-funding. - (New as of July 1, 2026) Good Faith Efforts Long Form Plan:
This plan is for use by contractors working on a public works project whose state-funding is $1,000,000 or more or by Construction Managers on projects with more than $150,000 in state-funding. - Bid Tabulation Worksheet:
For use as part of both the Short and Long Form Good Faith Efforts Plans

This is a letter template to be provided to the contractor awarded a state-funded public works contract subject to the contract compliance requirements. - CHRO - Street Paving Limited Exemption
For use by municipalities awarding a street paving contract. This exemption form will excuse the awarded contractor from having to file a Good Faith Efforts Plan should the contract meet the requirements of the exemption.
