Eligibility for a Connecticut RAP certificate depends on your household's total annual income, family size, and legal status.
If your household qualifies, you will be placed on the program’s waiting list unless help is available right away. When your name reaches the top of the list, the agency will contact you to begin the eligibility process.
Who is eligible for a RAP certificate?
To get a State rental certificate, your household must meet the following program requirements:
- Income limits: In general, your total household income cannot be more than 50% of the Area Median Income (AMI) for the town where your choose to live. Connecticut uses the official income limits from the U.S. Department of Housing and Urban Development (HUD), which change depending on your location. - Family composition: Your household must meet Connecticut’s legal definition of a family.
- Citizenship status: Only U.S. citizens and specific non-citizens who hold eligible immigration status are eligible for RAP.
How the State verifies your information
During the application process, your local housing office (PDF), known as a Public Housing Authority (PHA), will collect and verify details about your household including:
- The total number of people living in your home
- All sources of income
- Any household assets
- Immigration status
- Criminal background check
- Prior participation in subsidized federal or State programs
The PHA uses this information to confirm your eligibility and to determine your exact monthly housing subsidy amount.
Can I move and keep my rental assistance?
Yes, as long as the move is within Connecticut. Your housing needs may change over time because of a new job, a growing family, or other personal reasons. RAP certificates are flexible and are meant to move with you so you do not lose your benefits. You can transfer your assistance to a new home as long as you meet these guidelines:
- 1. You must notify your local housing office (PDF) ahead of time before you plan a move.
- 2. You must end your current rental agreement within the legal rules stated in your lease.
- 3. You must find an acceptable alternate property to rent.
Under RAP rules certificate holders can choose a private apartment or house anywhere within Connecticut.
