Section 8 Voucher Program

If you are a senior, have a disability, or make under a certain income, this federal housing program helps you rent a safe home.

Rental Assistance Program (RAP)

RAP helps you pay your rent in Connecticut if you meet certain income requirements. You can only use this program for housing inside Connecticut.

Homebuyer and homeowner assistance

Support for buying a home, fixing your house, or adding accessibility upgrades

Connecticut offers low-interest loans and grants to help you buy or fix your home. You can get forgivable down payment loans through the Time to Own program, or find special loans for your home. We also offer low-interest loans to make your home energy-efficient, and grant money to add ramps or make modifications to your home if you have a disability.

Money to build or fix affordable housing

Grants, loans, and property tools for builders and non-profits

The State gives public funding and federal block grants to help groups build or fix affordable housing. Please note: These programs are for developers. They are not for regular residents looking for a place to live.

  • FLEX program: Access the State’s primary flexible financing tool for developing affordable housing.
  • Build for CT (PDF): Secure funds specifically designed to support multi-family housing projects for middle-income families.
  • Housing Trust Fund: Get loans and grants to build, buy, or repair affordable housing for low- and moderate-income communities.
  • Assisted living and senior facilities 
    Are you in charge of an assisted living facility or senior housing site looking for financial aid? Here's a list of operational grants, meal program subsidies, and special Medicaid waivers to help your residents.
  • Build or repair an emergency shelter 
    Are you looking for grants to build or repair an emergency shelter? The Shelter Capital Improvements Fund can help you connect with funding for shelter improvements.

Superstorm Sandy compliance

Following the storm, Connecticut used federal grants to fix coastal homes and build stronger power grids. New applications are closed. You can view past records or get compliance help with an existing 5-year loan note.
